In the early years of what would come to be known as America there existed and operated a system that stood in place of formal government. This band of mercenaries, known as the scourers, were comparable to sheriffs and outlaws of the old west. Some sought to keep law and order within the magical community by bringing in bounty targets and criminals and others sought to further their personal agendas by doing the same. By the approach of the seventeenth century there remained very few of these scourers that were still morally obligated to the law and citizens of America. They became known more as mercenaries and vigilantes and the driving hand behind fear of magic within No-Maj communities. The pinnacle of their reign of terror came in the late 1600s shortly before the formation of MACUSA and the International Statute of Wizarding Secrecy in what would popularly become known as the Salem witch trials. These early scourers were even known to be trafficking their magical fellows and turning them into law enforcement agents under persecution of crimes they did not commit. A deep-seated corruption taking root in the heart of their ancestors' good intent. Their brutal and often torturous methods upon their victims left lasting wounds and profound confessions from their victims that were more lies than truth simply so they could benefit from their misfortune. Their wrath was not only reserved for their own kind, however, and by the end of the 1600s they were outright trafficking local No-Maj to their own witch-hunting Puritan kin with false allegations of witchcraft. This led to one of the most hysterical periods of time for both the magical and No-Maj communities of America within the Salem witch trials.
Magical historians agree that at least two of the appointed judges presiding over the trials were devout scourers seeking to settle personal vendettas against the other. Their reign of terror kept the prestigious pure-blood families of Europe from seeking their fortune or to continue their lineage in America thus why the large majority of the magical community there is either half-blood or less in modern times. The Magical Congress of the United States of America (MACUSA) was formed in the wake of this tragedy. They elected officials from across America to create and uphold laws for the good of the magical community while driving what remained of the outdated scourers from their lands. Scourers began to be brought in from across the nation to face persecution for their heinous crimes. Yet, not all of them were so willing to pay for their crimes, a large majority sought an alternative solution by marrying their former No-Maj counterparts. They chose to integrate in their world and customs as though they had never known magic themselves. Some of the most infamous names among them were able to slip past international warrants for their arrest and evade prosecution for their personal reign of terror. The impact of their anger and hatred was passed on to future generations of scourers born to the No-Maj world making America a continued hostile environment for all things magical. Their vow for vengeance on what had happened to them remained deeply embedded in the generations to follow.
Over the course of history MACUSA has needed to relocate countless times during various upsets in America. The relations between wizarding kind and the No-Maj community was strained and almost non-existent. This was only furthered with the introduction of Rappaport's Law of segregation which forced the American magical community underground with harsh laws prohibiting friendships and marriages with No-Maj until the late 1960s. The suspicion of the existence of the magical world remains alive and well in America making them difficult to fool and easy to rile. A stark contrast to their European counterparts. An American historian is credited with rooting out several scourer-founded families in recent years and putting on display their profound belief in magic and likewise hatred of it. They fully believe, as directed by their ancestors, that magic is the work of evil and unsavory forces and must be wiped from God's precious Earth. Not every soul that lingers in Danvers is magical. There's a strong mixture of magical and No-Maj blood taking up residency in a joint effort between the magical community and their lingering respective scourer-founded families remaining in America to seek "justice" for their ancestors. This is a union of unprecedented size and opportunity with the intent to infiltrate and conquer the magical world. To eradicate all traces of evil in their blood through redemption and God's work. They firmly believe that by extinguishing what remains of the devil's influence in the world they can provoke God's favor and begin the second coming of Christ and the salvation of all. Through their selfless acts they will achieve the highest form of redemption and be lifted into the heavens to meet their Lord. Scourer-founded families choose to weaponize the magical community against their fellows in hopes of redeeming their forefathers, and their own, souls. They firmly believe the work of previous generations was only necessary and that had MACUSA not been formed and the trials stopped, the world would be free of sin. Their existence if the punishment for the failures of their ancestors. They have a righteous responsibility to pick up the fight where it was left and make good of old promises to gain entry to Heaven. These families do not seek to destroy but help and save all those magical souls who seek them out and truly desire redemption through Christ. Many scourer-founded families will do the opposite of their founders and marry into the magical community for the singular purpose of having magical children they can weaponize. They believe, like their forefathers, that blending in is the key. Proof of this was in their execution of placing one of their own, Darcy DeCavalcante, in the seat of President for MACUSA. Plans quickly went awry and their plan ultimately failed but they remain determined.
The group is a hierarchy where only the most devout and loyal are granted permission into the inner workings of the minds behind second Salem. You need to prove yourself in order to advance in the ranks. The leader and her two closest companions are at the top while an inner circle of "witch hunters" work directly under their command. Following them are the regular church members who mostly work underneath the second-in-command when the need arises.[attr="class","theplot"]THE CHURCH OF ST. The Church of St. George was established in 1691 by a righteous minded and well-respected scourer family right around the time of the open witch hunts in America. The church was a branch from the Church of England, seeking guidance from their Patron Saint George to pilot their righteous cause. Many Catholics fled to America to seek out religious freedom and to rid the world of what they considered to be the devil's work. The church was ruthless in its pursuits of magical people and seemed to do well in the witch trials by bringing many magical folks to justice. The community remained loyal to the church even after an end came to Salem for those hunting witches. While the inner sanctums of the church have always hated magic in a careless and uncontrolled form, it has had to operate under the cover of a normal church for hundreds of years. Anyone and everyone is welcome to join the church and seek redemption although not everyone will be immediately included in the magical rhetoric. The church is currently being used as a place of worship and recruitment for thhe Witch Hunters, and is lead by Father Henry McGrath.[attr="class","theplot"]MERCY HOME FOR THE LOST & DCADanvers, Massachusetts
Mercy Home became a waypoint for abused and abandoned magical children in the early 1700s. Due to the climate in America, very few children of magical blood passed through these open halls. However, by the turn of the century that all began to change as the population in American began to climb. This institution is grounded in fundamental christian roots and accepts children of all ages and genders. It's often seen that children who reside here also attend Danver Christian Academy which is also owned and operated by the American branch of the Church of England. DCA is largerly in control of the magical education of the children of Mercy Home. The church is considered the original source of faith and followed by over 85 million people across 165 countries. Children raised within the small community of Danvers often stay tight-knit long after their education has finished. Beginning in the mid 1900s Mercy Home was thriving under a message of keeping magical blood together and in a "controlled and understanding environment". It was unique to its time and one of a kind and often praised for it's bravery and outstanding commitment to children. In early 1965 the home was forced to comply and register its magical status with MACUSA when Rappaport's Law was repealed and the magical community pulled out of hiding. Mercy Home became the subject of great scrutiny and a few complaints about the welfare of children in their care caused an investigation into their strict and religious methods. Reports mostly went unfounded. In 2035, thanks to legislation about international law passed by ALEKSEI BARKANOVA , Mercy Home was able to start taking magical children from international sources rather than just domestic ones. This opened the pathway for them to become one of the largest orphanages in existence by magical standards.

::☆:: Mercy Home is often compared to an Amish community with strict rules and regulations in place for the children housed there. Their communication with the outside world is severely limited and they're required to wear a uniform of modest tastes.
::☆:: Children are raised and taught as the church would recommend. Strict and often unnecessarily harsh punishments are handed out for breaking any rules be they of the home itself or of a religious nature. Severity ranges in nature from physical punishment to being denied a meal as penance. It would be rare to find a child in those halls that didn't carry a mark of some form of "correction".
::☆:: Magical children are taught that their abilities are both a curse from the parents who abandoned them and a gift from God. They are raised on the secular belief that magic is the world of the devil and that their parents made a deal with evil forces to aid their own personal endeavors as the church teaches.
::☆:: Children are raised to be loyal to the church and openly opposed to the magical community as their scourer founders were. They are raised to believe that they can seek redemption for their souls, and in some cases even their parents' souls, through swift and concise action against the magical world. They must remain devout and resolute in their faith and die in the service of God and the church or face eternal damnation as their magical counterparts surely will.
::☆:: Community is everything. No sharing secrets with outsiders. No revealing personal plans for redemption. The church and its teachings are sacred. As adults, the children raised in those halls are free to walk among the regular magical population. They can seek normal jobs and educations as they see fit. However, many choose not to take this precarious route through life as it makes their fellows suspicious of them and their intent.
::☆:: Children who passed through Mercy Home but were then later adopted out had their minds cleared of any special intent or punishment by the church. Many children who can remember their time at Mercy Home chose not to speak out against their wrongdoings out of fear for repercussions.
::☆:: Children often went missing from Mercy Home with little investigative follow-up. This fear often help contain the urge for children to disobey rather than conform.
::☆:: The children attending Danvers Christian Academy were strictly regulated by MACUSA's department of education. They received some of the best magical instruction available in the country akin to a pricey private school. Because of this top of the line education DCA was often a first choice for government officials to send magical children for an education.
::☆:: To keep children in line during their time at Mercy Home and DCA there were often tricks in place to keep people complacent. Examples were made out of people in the following ways ::
☆ Possession (Convulsive ergotism) - Some of their most devout are selected and poisoned with tainted rye bread containing the ascomycete fungus Claviceps purpurea. The results of this mimic that of possession and serve to keep their ranks in line.
☆ Familiars/Animagus - It is often said that those who do the devil's work are able to transform into their pure form and back through use of "familiars". These familiars take the shape of many things but often animals. Magical folk who could shift into animagus were often captured and caged and force to transform as an example of the devil's handiwork.
☆ Excommunicated - Those who choose to run or abandon the church are excommunicated. They are no longer welcomed by families once their equal or the church. They are considered damned and are hunted as a preventative measure to keep further evil from corrupting the world and their personal ranks.
